Some says Dubai is a city without soul. I understand what they mean, but everything exists for a reason. If you want to visit Dubai for your own reason, please read this post to decide your top things to do.
#1 When to visit Dubai?
Dubai is hot and dry and summer is definitely not the right time. Nov-March is probably the best time when weather is cooler but not cold. Christmas usually is the peak season.
#2 Which airline do I use?
Normally Emirates is the answer.
#3 Rental Car?
Taxi rate is not very high in Dubai, and metro is convenient in central area. So no you don't need a rental car. But, if you need to visit Abu Dhabi, or desert resort such as Al Maha, or stay in Palm area, a car would make your life easier. Stay with international brand such as Hertz, National/Enterprise etc. Even with that be very careful to inspect your car during pickup, the rental companies generally speaking are much worse than what you found in US. They may try to take your deposit and charge extra.

# 10-day Itinerary
Why 10 days? Normally I would say a week is more than enough to cover Dubai and Abu Dhabi and maybe more. For Dubai only 3-day might be sufficient. But if you travel from US you need to consider the jet lag. If you just use Dubai as a layover you can use this as a guide and cut things that you don't want to do.
Day 0 - Arrive in Dubai DXB, take Uber or Careem to Atlantis The Palm. DO NOT take a rental car after a long-haul flight, and drive at night with many careless drivers on the road.
Day 1 -
Day time: Relax in Atlantis Palm, enjoy water park and aquarium. If you have a half board package, book a dinner at one of the Michelin restaurant.
Evening/Night: Visit Miracle Garden
Note: Global Village can be skipped - more like a Carnival place.
Day 2 -
Afternoon - Madinat Jumeirah, Souk, Boat Ride and Burj Al Arab
Day 3
Morning - Museum of the Future, Dubai Frame
Afternoon - Afternoon: Go to Expo City
Day 4 -
Sheikh Zayed grand mosque
Abu Dhabi Qasr El Watan and Emirates Palace
Louvre Museum
Relax in Atlantis Palm, enjoy water park and aquarium
Day 6
Check out and move to a Desert resort such as Al Maha
Day 7
Relax in Al Maha
Free Activities - Camel Ride (evening), Wild life Drive (afternoon), Archery (flexible),
Charged activities - Desert 4x4 Drive (morning and extra charge)
Day 8
Leave afternoon - Move to another hotel in DIFC area - Waldorf Astoria DIFC,
Evening - Watch sunset at Burj Khalifa, and enjoy Dubai Fountains, Dubai Mall

Old town Dubai, See Dubai Museum and Dubai Creek boat ride

Dubai Marina Ferry
